Contracts Engineer

Our client, an Engineering Services company within the Oil and Gas industry, are currently seeking an experienced Contracts Engineer to join their UK team, based in Great Yarmouth.

 
Job Function
The primary responsibility is to support the company’s bidding activities from receipt of tender through to award and handover to projects, including costing of internal and third-party elements, risk review, and contractual review and negotiation, both for the main contract with the client and subcontracts. This is a key role to ensure that all bids  submitted are accurately costed, competitively priced, fully risk-assessed, compliant with the client’s contract and compliant with Acteon Group’s contractual requirements and standards. Typical types of contract will include sale and/or rental of equipment and services to the drilling/well services, construction and decommissioning markets. Bids may range from simple quotations for small scopes of work to more complex tenders for large, integrated scopes of work. Quotations and tenders may be for work in the North Sea, including the UK, Norway and other national sectors, the Middle East and other international locations.
 
Key Responsibilities
Upon receipt of a request for quotation or an invitation to tender, establish the appropriate process for the response, establish the timetable up to bid submission and liaise with the necessary disciplines to coordinate the required to input to the bid.
 
Manage the costing of the bid, drawing on the cost of all internal personnel, equipment and services, and third-party suppliers and sub-contractors.
 
Review the client’s contract, identify all necessary exceptions and qualifications in order to protect the company’s interests and minimise legal, contractual and commercial exposures, and to ensure compliance with Acteon Group’s contractual requirements and standards.
 
Manage tendering of subcontracts, including liaison with technical and engineering personnel to establish the appropriate scope of supply, and establish satisfactory commercial and contractual terms.
 
Liaise with technical and engineering personnel to ensure technical risk reviews are undertaken where appropriate and ensure technical exceptions and qualifications are addressed in negotiations with the client.
 
Coordinate contractual and commercial risk reviews where appropriate and ensure contractual and commercial exceptions and qualifications are addressed in negotiations with the client.
 
Advise in and support the setting of contingencies and risk provisions and the final bid price, subject to appropriate authority levels.
 
Support or lead as appropriate all contract negotiations with the client to ensure a satisfactory resolution of all exceptions and qualifications. Liaise as necessary with Acteon Group advisers.
 
Manage the overall tendering process to ensure all necessary internal reviews and approvals are acquired prior to submission of the bid and acceptance of contract award.
 
Further develop best practise tendering procedures and controls.
 
Reporting
This role will report to the Sales & Commercial Director.
 
Experience
The successful candidate will have a strong legal and/or contractual background and at least five years experience of oil and gas industry contracts, including significant exposure to sale and/or rental of equipment and services. This experience may be in the drilling/well services or construction sectors. A thorough knowledge is required of industry standard contract forms, and a sound appreciation of legal, contractual and commercial risk. The successful candidate should also have a working knowledge of oil and gas industry insurance arrangements and associated terminology. Strongly numerate, the successful candidate will be well versed in the detailed and accurate costing of complex tenders, the treatment of contingencies and provisions, and pricing strategies.
 
Skills and attributes
The successful candidate will be a motivated and energetic individual, who is able to manage and prioritise his/her time to meet numerous, varied and competing demands for his/her time. He/she will retain a strong focus on all internal and client deadlines and milestones and ensure that these are consistently met. Strong negotiating skills and excellent communications skills, both written and oral, are prerequisites. Meticulous record-keeping, including for example, correspondence with clients, suppliers and sub-contractors, contractual negotiations, and tender costs, is a critical requirement of the role.
