Lead Contracts Engineer

TEAM Energy Resources are working alongside a major organisation in seeking a Lead Contracts Engineer for a Staff Role. The position will be based in Dubai

Job Purpose

To provide high level of understanding of legal and technical issues in order to resolve disputes and resolve complex commercial issues.

Responsible for high value commercial activities including the tendering procedures, change management, contract preparation, negotiation of terms and conditions and  provide practical commercial solutions to any claims or disputes. Advice user departments in relation to contract process management to ensure all commercial activities are carried out in line with the company contracting guidelines. Lead the Contract Commitment Team (CCT) in the preparation of sourcing strategy, tender board memo’s and post contract performance reviews throughout the contracts active lifecycle. Responsible for post award monitoring to ensure compliance with the terms of the contract.

Key Result Areas  (Key Accountabilities)

1.  Actively participate in developing various standard contract formats, policies and procedures for contracting and procurement functions, contracting and procurement strategies that will ensure maximum benefit and added value to the company.

2.  Liaise with external legal and insurance advisors to ensure contracting terms agreed to are robust. Be involved in contract management of high level confidential ad hoc specialist agreements.

3.  Independently manage the full sourcing process from strategy development and implementation through award of contracts, including post award activities, contract administration, contract management and contract closure. Undertake all formal contracting activities relating to onshore/offshore service/work contracts including developing strategies, compiling bidders’ list, developing appropriate tender documents, issuing of Invitation to Tender (ITT), analysis of tenders, commercial evaluation, contract negotiations and the preparation of contractual documentation.

4.  Advice and support   end users in order to ensure that all parties share a common goal and understanding with regard to the tendering process and guide the user departments’ for compliance with approved sourcing guidelines, Delegation of Authority Matrix, company policies and procedures and local business engagement and Code of Business Conduct.

5.  Contribute  to  the  execution  of  the  contracting  strategy and  Tender Board Memo’s in support of all activities and provide advice and support to user in relation to contracts planning and contract strategies.

6.  Negotiate with the prospective contractor on execution of contract terms and conditions in order to protect best interest of the company and agree upon the terms and conditions in line with company policy and standards and participate in negotiations of high risk, high value agreements to ensure that Dubai Petroleum’s best interests are protected.

7.  Liaise with and challenge the technical team to manage and execute contract changes, variations and claims in order to mitigate progress interruptions, extensions of time, failure to meet contract obligations and avoid unnecessary cost overruns by undertaking post-award contract administration including drafting and processing of amendments, variations and obtaining internal approvals. Contribute to the process of continuous improvement in the contracting process.

8.  Develop and execute post award contract performance management in conjunction with department managers and users.

9.  Monitor the performance of contractors and suppliers.

10. Develop highly positive and constructive relationships with key contacts.

11. Identify areas of  improvement in contracts management and participate in regular meetings with users in order to keep track of all the processes and drive improvements with the Head of Commercial and Business Planning.

Knowledge, Skills, Experience and Job Related Competencies

Educational Qualifications:

  • Relevant Bachelor of Science degree required; Law Degree preferred.
  • Ideally  with  a  post-graduate  qualification  in  Contract  Management  or  in  a complementary area.

Experience Profile:

  • 10+ years’ contracts experience in oil and gas operations or similar industries.
  • Engineering and/or Drilling experience preferred.
  • Extensive experience in the preparation and negotiation of tenders/contracts of small/medium/large scale projects with complexity and diversity.


  • In depth knowledge and understanding of contract and legal terms.
  • Demonstrate a high level of commercial and technical knowledge.
  • Proficient in contractual correspondence, contract verbatim and report writing.
  • Good knowledge of contract law; knowledge of oil and gas contract terms and conditions a plus.
  • Firm negotiator and Customer service oriented.
  • Self-directed and highly motivated.
  • Ability to prioritise amongst various demands and working well under pressure.
  • Ability and willingness to effectively coach and develop less experienced team members.
  • Highly  effective  interpersonal  skills  with  excellent  oral  and  written  English communication skills.
  • Computer literate, working knowledge of Microsoft office packages essential, working knowledge of Enterprise Resource Planning (ERP) commercial modules desirable.
